    TWO SUCCESSIVE POLICE COMMISSIONERS HAVE AFFIRMED THAT, SHOULD SECTION 59 BE REPEALED, WHAT HAS BEEN PREVIOUSLY CONSIDERED TO BE REASONABLE FORCE FOR THE PURPOSE OF CORRECTION, EG.
